not study Meyer's electronics in detail since is over my league. but I studied water in more details and I come up with an explanation of Meyer's system.

The tests I made to develop a proto-electrolysis cell lead to a 'theory".

 There is no resonance, harmonics, magic frequencies or else.

1.the tubes are capacitors and resistors in sequential steps - unlike the common electrolysis where that happen in same time.

the anode is external tube and get the HV positive  pulse but his correspondent anode is on distant tube set. THAT one will loose most of the protons and the inner water volume will become OH since around the anode the H3O will form.

Is call protolysis.

Need higher voltage and low conductivity of water - distance is playing a important role also.

Then the "charged"  cell anode get the positive pole pulse and the OH ( charged with electrons) will short-cut.

The gas come from the high current as Faraday say but the current will not come from external source but from capacitor shortcut with Hydrogen as electrons carrier and Oxygen as electrons donor.

In that way -  in circle, you may pulse each cell at the time and that mean low power, HV, low current.

2. the slits on the tubes have the role of hydrogen - proton gates. 

3.he used 6 set of tubes since the alternator had 6 poles but any arrangement will work if the principle is respected.

Then the oxyhydrogen mixture is not the fuel.

a mixture with Nitrogen create ammonia or even hydrazine ( that may be the real cause of his dead - according to someone ) and water mist ( even steam ) is the temperature-pressure converter. 

UV light is safe ionizer since corona discharge will ignite the gases and polarize the water so the engine will become the cathode for that water = OH.

Hydrogen, NH3, N2H4, OH rich water mist or steam = easy to ignite fuel - from tap water!

I try to find a way to optimize a classic HHO generator by use of protolysis effect.

Not studied in details Meyer's patents! Not have the patient and the knowledge to understand electronic circuits. But I believe that all 'water cars" exploit same principles : water amphoteric proprieties.
